It's ISO 31 (31-11) <URL:http://en.wikipedia.org/wiki/ISO_31-11> and ISO 
80000 <URL:http://en.wikipedia.org/wiki/ISO_80000>. The rules are 
summarized in the National Institute of Standards and Technology (NIST) 
Special Publication 811 <URL:http://physics.nist.gov/cuu/pdf/sp811.pdf>.

The rules and style guidelines described in the above documents are 
basically what is implemented in the siunitx package with default settings.
