[texhax] strange problem with a sty file and \catcode

To be honest, I decided (a) I didn't understand enough of the
LaTeX-specific stuff to really know what was going on, and (b)
I couldn't see Vafa's rational for needing such an apparently
complex solution (OK, \new$command has a nice VMS-ish ring
to it, and \new$command_whatever even more so, but even as
a VMS freak I baulk at trying to making TeX look like DCL !).

So I decided to let someone else worry about this one :-)
