I think that with TL2007 already there was a difference between <util> and <util>-sys.

I *guess* that if you did just `` fmtutil --all '' formats were recreated in an invisible .texlive2007/ directory in your $HOME. Maybe they are not being used when you typeset.

Just a guess.
