Or maybe they adhere to the convention that front matter 
does not count for certain purposes (e.g arabic page numbering) and 
they include the introduction in the front matter?

Then it would be logical to start at Chapter 1 after the 
Introduction.

I think Reinhard has cracked a cheap joke. I float the theory above 
to encourage Reinhard to help if he can, ( I'm sorry I cannot) as  
theses can properly  (according to e.g. Westfield College 
regulations)  have headings like the following:


Introduction
Chapter 2
...
Conclusion

or 

Introduction
Chapter 1
...
Conclusion

or 

Acknowledgements
Chapter 1
Chapter 2
...
Chapter 9
