There are also Cygwin binaries available for TeX Live 2008, compiled
by Angelo Graziosi.  They can be downloaded from:

  http://www.webalice.it/angelo.graziosi/cygwin/texlive/texlive.html

However, the Windows binaries provided by TeX Live or MikTeX should
work on Cygwin too.  If you decide to use them, you could also try

  http://tug.org/~kotucha/xdvi-cygwin.zip

The zip file is supposed to be extracted in the directory containing
all the other TeX binaries.

Please note that it works on Cygwin only but not on native Windows.
The reason is that an X11 server is required.

Faraz, coming back to your original question, 

   The NTVDM CPU has encountered an illegal instruction.

I'm definitely not a Windows expert, but I found the following link:

I have the impression that Michael Chiew knows much more about Windows
than me (no wonder).  Don't know whether it helps to solve your
problem, but maybe it helps to understand the error message.

In short, "NTVDM" stands for "NT Virtual Dos Machine".
