[texhax] Converting ascii text files to LaTeX

Adding files to /usr/bin might cause conflicts with the Debian
packaging system, but /usr/local/bin is the correct place for programs
not supported by Debian.

Since the current working directory is hopefully not in the search
path for executable files (programs) you have to type ./txt2tex in
order to execute the program.
