The TUG website <http://www.tug.org> provides a lot of help.  There  
is a "New to TeX?" list on the left side, with a "Getting Started"  
link; go there.

Which programs you get will depend on the computer you are using;  
there are packages available for most common systems (Mac, Linux, and  
one other that I keep forgetting).  You will need to read a bit to  
get started.
