Please try giving a negative vertical space before the offending line as 

&\quad*t:string,\\[-5pt]       %% decreased vertical space

By the way, I think it'd be better to use the "amsmath" package, so that 
you can dispense with all those arrays and simply write;

    (& *s:string,\\[-3pt]
     & \quad *t:string,\\[-10pt]
     & \qquad *r:line)
       (s=s_j)\wedge(t=t_j)\wedge(r=L_{j+1}^M)        & 1\leq j<M\\
       (s=\epsilon)\wedge(t=\epsilon)\wedge(r=L_M^M)  & j=M
