Well, it's all in here (taken from artlce.cls - but each class has the right
to change this).  I can't remember what all the various bits do, but you can
play with it...

\newcommand\section{\@startsection {section}{1}{\z@}%
                                   {-3.5ex \@plus -1ex \@minus -.2ex}%
                                   {2.3ex \@plus.2ex}%
                                   {\normalfont\Large\bfseries}}

I'm just going from memory, which isn't what it was, but maybe something
like the memoir class allows for easy alterations.
