[texhax] Question about macros

Well, this is sort of basic TeX macro writing and any of the more
comprehensive manuals would give you some hints.

Like this:

\renewcommand\oneheader[1]{blah...#1...blah\def\firstpar{#1}}

\renewcommand\frontpage[9]{blah...#1...#9...blah...\firstpar}
