[texhax] 1em after scaling/rounding

Sorry, again I failed to act according to my intentions:
I wanted to make clear that there was a misunderstanding:
Since I thought the cm font at 12pt was _scaled_ from cmr10,
I was curious how such a "rounding error" could occur.
Later I wondered whether LaTeX changes 1em of cm
in \Declare...
I have no problem with the cognizant choice of 1em in cmr12.
