You may find using Omega Translation Processes more useful than virtual 
fonts for this sort of manipulation --- that's what I ultimately 
decided upon when facing similar tasks in setting up Zapfino. You can

Failing that, Karl's spot on about the difficulties w/ using virtual 
fonts (and you want to avoid using macros or explicit font changes --- 
see Alan Hoenig's book _TeX Unbound_ for further discussion on this 
sort of thing).

I there's a package on CTAN for extending ligature support (at the 
expense of various accented characters) which you might find of 
interest.
