I don't really understand your requirement but see whether

    $\underset{\tilde{}}{\text{word}}$

or   
   
    $\underset{\widetilde{\hphantom{\text{word}}}}{\text{word}}$

helps. You'll have to use the "amsmath" package for "\underset" to work
