You can use someting like Xy-Pic (a general purpose drawing package;
see "LaTeX Graphics Companion" by M. Goossens et al.)
but I would suspect that a point'n'drop application like Smartdraw which
has libraries of symbols including logic gates would be much more
practical in the longer term  ... in other words use the graphics application
best suited to the problem at hand and import it into LaTeX as a picture
