[texhax] Mark up software for TeX?

TUG,
 
Is there a tool for TeX that produces a "markup" showing changes from
one TeX document to another, in a manner similar to Word's "mark
changes" facility (i.e., more than just the "changebar"
facility---actually showing insertions and deletions)?  Ideally, such a
system would integrate with CVS or RCS to automatically retrieve an
older version of a document and show changes that have been made since
that version.
 
I try to use TeX for legal documents, but the absence of such a facility
makes it almost impossible, since lawyers always want to see how a
document has changed since the last time they saw the document, and that
means hand marking the changes, a time and labor intensive task.
 
If not, this would make a great project for someone with the appropriate
skills in the TeX community.
 
I would appreciate any information you can provide.
