You'll want MikTeX (www.miktex.org) or TeXLive / fptex).

LaTeX is a macro package written on top of (Plain) TeX.

The Latex homepage proper is at www.latex-project.org and you'll find 
CTAN invaluable as you move on.

I find MikTeX to be better tied into Windows, but've often 
supplemented it w/ binaries from fptex at need.
