but not so new that it has anything remotely like a current pdftex.

current tetex (currently 2.0.2) has pdftex 1.0something, and you're
using 0.13

it would do, but remember pdftex.def has come on by leaps and bounds
since your distribution went to press.  dvips is certainly a good
route out of the seeming impasse, if it can do what you need.

however, there are things that pdftex will do, that tex->dvips->
distiller won't do.  for that sort of thing, you'll need to upgrade.
