yes.  i have that file, too; no idea what it's for, but it's not there
for texdoc to find (unless the ubuntu tex people are completely mad,
which i don't believe...).

texdoc will look in its set of tds-structured trees; on my
self-installed system, it finds

  /local/texlive/2013/texmf-dist/doc/latex/xcolor/xcolor.pdf

the xcolor your locate finds is in an ubuntu doc tree, not a texlive doc
tree.  i have no idea what it's doing there; perhaps an ubuntu expert
might care to comment.
