[tex4ht] [bug #228] tex4ht does not accept \setcounter{tocdepth} in report class

I didn't know about `-recorder` option, it sounds great. I just tried
simple regex with ack on output of `latex -recorder tex4ht-html4.tex`:

ack OUTPUT.*4ht$ tex4ht-html4.fls

and it prints:

OUTPUT exerqz.4ht
OUTPUT onmouseover.4ht
OUTPUT html4.4ht
OUTPUT html4-math.4ht
OUTPUT html4-uni.4ht
