wrong generation of `language.dat` and friends?

I updated tlnet on tug.org with the intended {0}{0} in (I believe) the
necessary places. At least I was able to build all the formats now.

CTAN folks, if you happen to see this and can easily trigger an update
of tlnet from tug->ctan, that would be good. If not, it will all sync up
eventually.
