Thanks for posting the log files.

Searching in your tlmgr-commands.log for "failed", I see:

fmtutil: running `xetex -ini   -jobname=xelatex-dev -progname=xelatex-dev -etex xelatex.ini' ...
ld-elf.so.1: Shared object "libfontconfig.so.1" not found, required by "xetex"

So ... I hope you can easily install libfontconfig.so.1 on your freebsd.
That's what the binary was built with, for the sake of being able to
look up system fonts. --best, karl.
