How to uninstall the old version of TexLive without the uninst.bat?

Uninst.bat is indeed not where it is supposed to be.

Uninstallation involves removing:
- the complete C:\texlive\2021 folder
- the TL-related shortcuts in the Start menu
- TL-related filetypes and -associations
- removing TL from the searchpath
The latter three are different for admin- and single-user
installations.

Unfortunately, this week I do not have access to a Windows machine.
Next week, I'll try to have more useful advice for you.
