texdoc for l3sys-query

Since the latex-dev tree is given -2.0 adjustment, when the doc comes to latex/tools as well, then it will get the highest score equals to l3sys-query-tool.pdf.
I will make a slight adjustment to make sure future latex-dev/tools/l3sys-query.pdf will get higher score than l3sys-query-tool.pdf.
I do not see the value in making further adjustments for latex-dev doc that will only serve for two months.
