I'm guessing you are installing TL as mint packages, because of this line:

    Configuring context (2021.03.05.20220211-1) ...

Which is three years old (and native TL does not output a line like
that). So, please contact mint. No way we can know what they did in
terms of packaging TL. And ConTeXt is especially
tricky/difficult/special to deal with. --best regards, karl.
