IMO it's better to omit these messages if possible because they are
harmless and there is nothing the user can do to avoid them.
But there is probably another problem. It seems that in order to
add only binary packages which are part of the current installation
scheme tlmgr uses the user's texlive.tlpkg file which was created by
the installer.
If another platform is added tlmgr can derive the binary packages to
add from those already installed for other platforms. It can happen
that a particular package doesn't exist for the added platform. This
is what we've considered so far.
But suppose that you install TL for Unix and later add binaries for
Windows, will then texworks be installed?
Rolf, you have exactly this setup. Can you check whether there is a
file texlive/2024/bin/windows/texworks.exe?
Maybe my assumptions are completely wrong.
