Biber cannot find a shared library

I recently installed TeX Live and Fedora 39 on a new laptop, and biber 
was missing two shared libraries: libnsl, which is listed by dnf as 
legacy support only, but can still be installed, and libcrypt which 
isn't available with dnf, but installing libxcrypt-compat worked.
