A Problem

I think that all binaries which work on Windows 7 and newer will also work
on Windows 11, even binaries from Windows XP should IMHO work.

(BTW: due to changes in pdflatex I have documents which can be compiled in
TeX Live 2015 and older but not in the newer ones. Due to copyright reasons
I am not allowed to create a MWE from such documents and I had no time to
examine it myself, thus I keep old versions of TeX Live.)
