Hi Leo,

Uwe's rsync recipe:

    rsync -a --delete \
    rsync://rsync.dante.ctan.org/CTAN/systems/texlive/tlnet/

should work fine. That will get you the current state of everything.

Another possibility is to get the TL23 release iso:
https://tug.org/texlive/acquire-iso.html

That will get you the state of everything as of April 2023 or so.
You can run tlmgr update --all to get all the updates, if you want.
The possible advantage would be that downloading a single iso can be
simpler than rsync'ing thousands of files.
