sam2p broken (on windows)

It looks like sam2p is somehow broken. Any call of sam2p in the form

sam2p file.jpg file.eps

will only produce a zero-byte file file.eps. I tried both jpg and png
bitmaps and also more than just one file. But all the same. sam2p won't
produce any output.

I can only speak for windows and can't tell if the same problem appears
on other platforms. In TL22 sam2p works fine for me.
