texlive-historic mirror not syncing?

For reasons that I don't understand, the nightly rsync job for the

	https://www.math.utah.edu/pub/tex/historic/

from the site at

	 rsync://tug.org/historic

with the command

	rsync -vaz rsync://tug.org/historic .

has been running without error, but not transferring files.  It took
several hours today to transfer about 20GB, and when it completed, I
ran the rsync again to verify that nothing was missed.
