No context in TL2023 source ?

Looking at what I've now installed from a source build of TL2023 I
see that I lack a context program.

Looking back to 2022, my log showed

creating link 'context' -> '../../texmf-dist/scripts/context/stubs/unix/context'
creating link 'contextjit' -> '../../texmf-dist/scripts/context/stubs/unix/contextjit'

But in 2023 the directory texmf-dist/scripts/context/stubs does not
exist, the only directories within scripts/context are lua and perl.
