hitex.fmt fails to build at Utah

This is the symptom of an older hitex binary. Martin corrected the
misspelled keyword "prefered" to "preferred" only in the latest pretest
binary, as I recall. And hiplainpage.tex and the binary must agree.

$ hitex --version
This is HiTeX, Version 3.141592653-2.6-2.0 (TeX Live 2023)
$ \grep prefer /wherever/texmf-dist/tex/hitex/base/hiplainpage.tex
    preferred 0
    preferred 255
