[pretest] gpg unavailable

Every year I struggle to get gpg working on windows.

I tried to install gpg with 

  tlmgr --repository http://www.texlive.info/tlgpg/ install tlgpg

but still got a  gpg unavailable message. 

After copying gpg.exe and iconv.dll from 2022/tlpkg/installer/gpg
into 2023/tlpkg/installer/gpg manually it now works, but it would be
really nice if someone could write down how to do it properly and
add that to the windows installation instructions ;-)
