Issues with tinytex downloads

Gentlemen!

Thank you so much for your responses. This has sent me down a deeper path
of investigating my PC. I am in the process of doing a full wipe of R, RSE
and RTools and will install them in a different spot and see if that fixes
the issue. If not then I will do a full reinstall of Windows which hasn't
been done in a good long while which likely explains the old Windows API as
it works fine on my laptop which is much more recent compared to my desktop
computer. This has put me on the correct path. Thank you so much for your
help.
