Issues with tinytex downloads

Greetings,

Forgive me if I am doing this incorrectly as I am very very new to the
world of LaTeX and computer programming in general. I have been having
issues knitting to .pdf in Rmarkdown when I have the 'kableExtra' package
loaded.

Execution halted

I saw this and have tried connecting to different mirrors to download
multirow.sys but none of the mirrors I have tried have worked.
Additionally, when I tried to sort this out this morning on another
computer, when I knit it started automatically updating tinytex across
the different mirrors and fixed all the issues. As per  the
instructions in the error message, this problem is persisting so I
figured I message. On my laptop, things updated and life is wonderful.
On my PC, I am still not able to find a mirror to download
multirow.sty. Please let me know what next steps I can take or where
to look to make help messages for this sorta thing more standardized
and keep up all the great work!!!!!!!
