It sounds like even if I build the binaries (for Linux and Mac) it would
not be possible to distribute them for TeXLive. I guess it'll be up to
users to grab the binaries if they need them.

@max, to your point:

After I manually installed YAML::Tiny and File::HomeDir, latexindent works
