Just one thing:

Already here, everyone can set up their own repos

in fact there are a few
- tlcontrib (by me)
- tltexjp (by the Japanese TeX Dev Team, me)
- AFAIR koma-script has some testing repo
maybe others.

tlcontrib has scripts that show how to use a git repo for building
custom repos:
	https://github.com/TeX-Live/tlcontrib
the update.sh should show what is needed.
