dvisvgm needs rebuild to support ghostscript 10

Hi,

It looks like the dvisvgm binary distributed with texlive can only deal 
with ghostscript versions up to 9.  Because some linux distros have 
already moved to ghostscript 10, the dvisvgm binary in texlive has 
reduced functionality there.
