Packaging texlive (cleanup scripts)?

sorry for being late in the game. Debian packager here.
Everything below is how we do it in Debian, which was the first
dist that properly packaged TL ;-)

manually maintained. Don't change that often. One could use 
> Build/source/texk/texlive/tl_support/Makefile.am.

as Karl mentioned.

For the scripts, in Debian we use:
> Build/source/texk/texlive/linked_scripts/scripts.lst

There still remains considerable hacking - at least in Debian - to
conform to Debian standards and de-duplication of package data etc
etc. If you are interested, the packaging is on github.
	debian-tex/texlive-nonbin
	debian-tex/texlive-bin
