dvisvgm v2.13.4

Dear texlive maintainers,

Would it maybe be possible to exceptionally update dvisvgm to the current version of 2.13.4 during the year?

Currently, TL includes version 2.13.4, which is no longer compatible with the current version of ghostscript, see this issue https://github.com/mgieseki/dvisvgm/issues/183

Or could anybody give me pointers where to find `kpathsea.h` which seems to be necessary to build dvisvgm from source? I can't find it anywhere in my texlive installation.
