Call to xindy failed (install as a non admin user on Windows)

Well I saw the question but there is no minimal example and so I
couldn't test. But from the error message the first thing I would
check is if the xindy modules are in

C:\texlive\2022\texmf-dist\xindy\modules

and if not to (re)install xindy.
