Update of biber missing

The current version of biber is _not_ replaced by the update.
I can delete biber in /.../texlive/bin/x86_64-darwin/
and then run

tlmgr install --reinstall biber

which should copy a new into the bin dir.
But I get only the updated source files, but _not_ the binary in the bin 
dir of TL
