Tlmgr suddenly fails

The issue becomes stranger from day to day. Today I tried on an almost 
identical notebook (both Windows 10 with newest updates, TeXLive 2022 
customized install, the installed programs differ) and it worked 
flawlessly; as it did on my other notebook until recently.

I have of course installed the latest tlmgr and fsck-ed the drive.

I would bet that Siep will not find anything by debugging, because there 
seems to be some problem with "the environment", whatever that means in 
this case. If it runs on a machine, how would one find a possible error 
there? I will do some further cross-execution tomorrow to observe, if 
the failing notebook can call tlshell on the working machine. And vice 
versa.

(I am somehow relieved, that the problem occured on another machine; 
otherwise I would have thought that I am doing something seriously wrong.)

If I can help to find the cause of the issue, please let me know. (I 
plan to install a small distribution in parallel and test, whether that 
works. If that also fails, I could try to upload the packed 
installation, so that one could test that.)
