texdoc shows me German docs for some reason

I don't know if it's related but I've found that after upgrading Fedora 
I'm now getting „ and “ instead of “ and ” when using AltGr+V and 
AltGr+B so something may have gone wrong with the localisation settings 
that's affecting texdoc.

$ locale
