`fontsetup-nonfree`: why not provided?

I wonder why `fontsetup-nonfree`:

  ┌────
  │ https://ctan.org/pkg/fontsetup-nonfree
  └────

is not provided by TeX Live while it is:

- GPL licensed,
- provided by MiKTeX.
