Fonts prohibiting installable embedding

Dear all at TeX Live,

there seem to be quite some fonts out there that have restrictive
license terms, in particular the setting about embedding restrictions as
defined in
for truetype
	https://developer.apple.com/fonts/TrueType-Reference-Manual/RM06/Chap6OS2.html
for opentype
	https://docs.microsoft.com/en-us/typography/opentype/spec/os2#fstype
restricts installable embedding.

Now, there are **quite** some fonts in TeX Live that have this
restriction. For a list of fonts in Debian (search for "texlive") see
	https://lintian.debian.org/tags/opentype-font-prohibits-installable-embedding
and
	https://lintian.debian.org/tags/truetype-font-prohibits-installable-embedding

Especially in the opentype category there are interesting fonts:
* tex-gyre fonts
* newcomputermodern
* gust/poltawski
* nowacki/*
...


I am not really sure about the origin and history of this flag, and
whether it was unset/set to prohibit on purpose, but my feeling tells me
that that might not be the case.

Anyway, my question is on how do we deal with this in TeX Live?
ignore? discuss with the authors? ...?
