Dear Phil,
tracert (or traceroute on Unix) is simply the wrong tool.

mirror.ctan.org and comedy.dante.de is actually one and the same
machine (IP 5.35.249.60), the machine which redirects your requests.
What traceroute returns is *not* the machine you are directed to.

When I enter

  https://mirror.ctan.org/

in the URL field of my web browser several times successively I'm
directed to

  https://mirror.informatik.hs-fulda.de/tex-archive/
  https://packages.oth-regensburg.de/ctan/
  https://ctan.mirror.norbert-ruehl.de/
  https://mirror.dogado.de/tex-archive/

Please try yourself.  I'm confident that you're redirected to a mirror
nearby too.
