 Indeed it is dated May 10 2008 on CTAN.

 I have no idea; we CTAN people replace the whole package just
 as we get it.   But since this was a "silent" update (probably
 just a bug fix?) we can _assume_ that no changes in the user
 documentation were necessary.

 In any case, I have forwarded your message to the "person with
 upload permission" who sent us that update.  So maybe we will
 get a more qualified reply.
