Hi Uwe, all those with problems.

Could you please IN THE INSTALLER
	install-tl-20210508/tlpkg/TeXLive
replace the TLUtils.pm with the attached one, and retry?

It should show an actual mirror not the main "mirror.ctan.org" for the
installation location.
