tl21 (and tl20) frozen

We hope that tonight's builds are final, for both the upcoming TL21 and
the end of TL20. Barring bad bugs found in the next couple days or in
the integration testing, what's there now is it.

Dick, please go ahead and rebuild the MacTeX packages. (Unless you see
some stopper being reported after this. I won't be reading email again
until later tomorrow.)

Manfred, likewise go ahead and get started with the TeX Collection
setup/testing.
